Meaningful Work for Everyone

Werkpro is a social enterprise based in Groningen, in the northern Netherlands, that creates meaningful work and learning opportunities for people who are distant from the regular labour market. In 2023, over 2,500 participants were active in Werkpro’s workplaces — more than two-thirds of them with a care indication, primarily from the Social Support Act (Wmo). For all of them, the experience of contributing to something real, in a supported and purposeful environment, is itself a form of sustainable development.

Werkpro encompasses a wide range of social enterprises, several of which are directly focused on sustainability. Het GroenHuis is a workshop, thrift store, and community gathering place in the neighbourhood. Other enterprises focus on recycling, green maintenance, and the provision of services that contribute to the liveability of northern Netherlands communities. The logic is circular in the best sense: participants develop skills and confidence while delivering services that their communities actually need.

Tailor-Made Learning in Green Contexts

Werkpro’s approach to learning is fundamentally personalised. Because the organisation runs many different kinds of enterprises, it can match each participant with a workplace that aligns with their interests and abilities. Guidance is provided by work supervisors who combine practical expertise with social work competences — their role is not just to manage tasks, but to support the development of each participant’s talents and skills.

What makes Werkpro particularly relevant for sustainable learning is the combination of learning by doing with genuine environmental value creation. Participants are not doing busywork: they are contributing to recycling processes, maintaining green spaces, and supporting circular business models that benefit their region. The learning and the doing are inseparable.

From Dependency to Self-Sufficiency

One of the organisation’s most significant achievements has been its journey from dependency on municipal and provincial subsidies to a more self-sufficient model in which its services generate revenue. This financial resilience has freed Werkpro from the uncertainty that political cycles bring to publicly funded social initiatives — a lesson in institutional sustainability that mirrors the environmental values the organisation embodies.

Werkpro connects to SDG 4 (Quality Education), SDG 8 (Decent Work and Economic Growth), SDG 11 (Sustainable Cities and Communities), and SDG 13 (Climate Action). It shows how social inclusion and environmental sustainability can reinforce each other in a well-designed enterprise model.
